The Philippines has over 200,000 kilometers of roads.  150,000 kilometers (75%) are “unsealed” (dirt road/gravel road) and commonly referred to as “Farm to Market Roads” (FMRs).  
 The Australian Aid Agency notes that road maintenance in the Philippines is typically the 2nd highest cost expenditure of local government units.
